AEW is the first pro wrestling company in North America to bring paying fans back to their events. People who were invited to the previous taping noted that it felt like they were part of a dry run to bringing in more fans.

AEW announced that they will bring in 15% capacity for Dynamite at Daily’s Place. Tickets will be limited, and they will go on sale tomorrow, August 21st.

Open to Limited, Physically Distanced Spectators in Compliance with State and Local Regulations and CDC Guidelines

This means that the August 27th Dynamite will have live fans in attendance. It could also be a very good sign about AEW getting real fans in for All Out. No mention of All Out was made in the initial announcement.
