WWE Superstars have to keep a certain order of things in the ring. There are rules that fans might not even realize, like saves in tag team matches. There is also a very firm rule that you cannot pull a referee out of the ring while they are counting, and there’s a good reason for that.

During Wrestling Observer Radio, Dave Meltzer explained that “WWE doesn’t do that as much anymore.” That was not the case at all.
It was said that there was a period of time with The Rock and Kurt Angle’s era when they included a similar spot in “every one of those matches.” The referee would go for a three-count, but get pulled out of the ring, so he couldn’t end the match.
In the end, Vince McMahon put a ban on that spot. Meltzer explained that the spot was a very “stupid” one to include in so many matches.
It was noted that WWE has made that spot a DQ, but AEW stars are still able to do it. Dick Togo also pulls that spot out of his bag of tricks during every House of Torture match.
We might see what referee spot show up occasionally, but those days are over. If it ever happens again, then it is a very special occurrence.
