WWE changed their plans a couple of times at the Royal Rumble. Some people were advertised for the match, but they didn’t show up. Cain Velasquez was even told that he was going to be there, but that didn’t happen either.

During Wrestling Observer Radio, Dave Meltzer discussed Cain Velasquez’s absence from the Royal Rumble. He was told that there were plans to use him in Houston, but WWE obviously changed their minds.

“Cain Velasquez was told that he was in the Rumble. Obviously that changed.”

“So there were a lot of changes made as far as what they were going to do at the end — a lot as is always the case. With Cain it was like a big segment on the show. They brought him to SmackDown in a long, long time for a big announcement that he was in the Rumble and nothing was ever followed up on.”
