WWE was said to have brought Kevin Owens back with the intention of facing Daniel Bryan at WrestleMania. This was a change of their plans from the original goal. However, KofiMania started to run wild which caused Vince McMahon to change things up. Instead, Owens got a WWE Title match at WWE Fastlane which ended up being a triple threat as Ali was added to the match.

Mike Johnson commented on PW Insider Elite Audio that WWE had a plan for Kevin Owens initially that might have probably better served him in the long run.

“The original plan for Owens was to have him come back on the day after WrestleMania and then they rushed him back with no plan.”

Kevin Owens’ name wasn’t even announced as part of the Andre The Giant Memorial Battle Royal match either. Hopefully, WWE has a plan for KO, but it doesn’t look like they treated him too well upon his return.
